Enclosure No. 1.

Sir,

I have the honour to forward for your

consideration a draft bill of an ordinance to amend

the Promissory Oaths Ordinance, 1869, and to request your approval of its introduction into the Legislature

at the first convenient opportunity.

2.

The reasons for the various amendments are

set out by the Attorney General in the memorandum of

Enclosure No. 2. Objects and Reasons a copy of which is also enclosed.

3.

It is proposed that Standing Order 1 (2)

of the Legislative Council shall be similarly amended

so soon as the existing statutory obstacle has been

removed.
